The Ministry of Finance of Pakistan recently notified about the clarification of the upgrade of Timescale staff. The Department has issued a notice as a continuation of its previous Clarification Notice No. FD.PC.40-80/2015 dated September 30, 2019 (11/19). Finance now clarifies upgrades on:
- BPS-16 and above delegates who applied for an upgrade prior to February 1, 2019 will receive a Time Scale Personal Upgrade (TSPU) from the date of completion of 20 years of regular service or, subject to financial notice, whichever is later as notified by the finance department.
- The department announced the addition of economic benefits from the date the notice was issued. Late payments prior to these notice dates will not be honored. Only fictitious retention benefits are granted after 20 years of service.
- If you are granted a 4-tier service structure after your Time Scaled Personal Upgrade (TSPU) entitlement date, you may receive either 1 or 2 TSPU tiers depending on your service term. This is true if you were eligible for the TSPU prior to the implementation date of the 4-Tier Service Structure.
