On July 18, 2023, the Punjabi government’s finance department released a notification regarding the ARA 2023 Adhoc Relief Allowance 2023 Punjab @ 30% Initial Basic Pay. With effect starting on July 1, 2023, Punjab personnel will receive this ARA on their initial basic salary under the Revised salary Scales 2022.
ARA- Adhoc Relief Allowance 2023 Punjab @ 30% Initial Basic Pay
Following provinces/federal employees received the ARA-2023 at a rate of 35% on running basic pay for BPS-01 to BPS-16 and 30% for BPS-17 to BPS-22.
On July 18, 2023, the finance department of the Punjabi government sends a notification. The letter contains information about giving the Punjabi civil officials an ad hoc relief allowance in 2023. All civil servants employed by the Punjabi government are eligible for this payment.
According to the letter further Finance Secretary rule Wing, the governor of Punjab has given his approval for a 30% ARA allowance. He gives his initial basic pay approval. This means that in addition to their initial basic pay, all government employees will receive a 30% ARA allowance on a monthly basis. The Finance department confirms the grant of this allowance on the initial basic salary after confirming the budget’s viability.
30% Adhoc Relief Allowance on Initial Basic Pay
Adhoc Relief Allowance 2023–2024 is granted by the Punjab government at a 30% rate with the finance department’s approval. From July 1st, 2023, there is a 30% monthly hike following the announcement.
All employees of the government who provide services in Punjab’s governmental departments are eligible to get this payment. Both permanent employees and contract workers are qualified.
Terms and Conditions
The finance division is prepared to pay the ARA allowance’s increased value at a 30% rate. It gives all government employees this value on a monthly basis. However, the financial division will adhere to the following guidelines:
Admissibility During the Entire Period of LPR
The first stipulation is that this 30% increase is permitted during leave and the entire LPR term by the finance department. It is not permitted during any government employee’s extraordinary leave.
Not Treated as Part of Emoluments
The fact that this stipend is not regarded as compensation is another need. Not for the computation of a pension, for commuting, or for recovering dwelling rent.
Non-admissibility on Deputation Abroad
Employees on international deputations are not eligible for a 30% increase in their Adhoc Relief allowance. Any government employee’s posting term is not very long at this point.
Admissibility During Work in Pakistan
Government employees are also eligible to receive this 30% payment upon returning home from a foreign posting. When on deputation abroad, it is admissible at the same rate and in the same amount as when they were working in Pakistan.
Subject to Income Tax
For the fiscal years 2023 through 2024, no department may accept any further grants.
Accommodation with Budgetary Allocation
Since there are more than 12 lac government workers employed by governmental agencies. It feels like a burden on the treasure to provide this 30% increase in the ARA allowance. But after verifying the budget’s availability each month, the Finance department offers this extra value.
